text-align: justify;">紧扣网络举报、网络辟谣主题，体现“主动参与网络举报 携手抵制网络谣言 共同守护清朗空间”的核心理念，IP形象为卡通形象，具有拟人化特征，易于传播，具有长期使用价值。</p> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">1.网络举报IP特质。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">IP形象具有“守护清朗网络空间”的职责使命，拥有满腔热血驰骋守护亿万网民的精神家园，带动网民共同参与网络空间治理，清理互联网违法与不良信息，驱动网络生态向上向善。</p> </section> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">2.网络辟谣IP特质。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">IP形象具有不懈“求真”的韧劲，在真假信息混杂的虚拟空间中，将“网络谣言”视为“死敌”，随时挺身而出，拔剑斩“谣”，让网络谣言无处遁形。凝聚网络文明之光，守护风清气正的网络环境。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">3.巧妙融入闽派元素。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">紧扣福建特色，在IP形象中融入福建的福文化、非遗项目、特色服饰头饰、侠义人物、特有生物等元素，避免生硬、突兀，该项不作必备要求。</p> </section> </section> </section> <p></p> <section> <section> <p style="text-indent: 2em; text-align: justify;">（二）投稿要求</p> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">1.基础设计稿（必选项）：</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">分别制作“福建网络举报”“福建网络辟谣”2个形象，需具备IP形象正面、侧面、背面三视图。格式为JPG/PNG，分辨率不低于300dpi，单张图片大小不超过20M，色彩模式为RGB（作品入选后，须另行提供可用于印刷的源文件，AI/CDR/PSD格式，色彩模式为CMYK）。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">2.文字设计说明（必选项）：</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">阐述IP形象名称、设计理念、背景意义、创意亮点，总字数不少于300字，其中不少于50字说明其如何体现网络举报、网络辟谣工作特点。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">3.延展设计（可选项）：</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">可同步提交IP形象的表情包、海报、文创周边设计稿或短视频（MP4格式，不超过2分钟），以展示其应用潜力。</p> </section> </section> </section> <section> <p style="text-indent: 2em; text-align: justify;">（三）创作原则</p> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">1.原创性。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">投稿报送单位或个人对其报送的作品拥有独立、完整、明确、无争议的著作权，符合国家相关法律法规要求。禁止AI生成作品应征。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">2.契合度。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">投稿作品应紧扣主题，体现倡导举报违法信息、辨识虚假谣言、倡导理性文明的积极寓意，具有较强的视觉吸引力。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">3.艺术性。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">投稿作品应形象生动，符合大众审美、色彩搭配和谐、造型比例协调，无不良导向。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">4.传播度。</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">投稿作品应具备延展性，适配各类衍生文创作品（如玩偶、手办等）和新媒体（如表情包等）传播。</p> <p style="text-indent: 2em; text-align: justify;"><strong>四、奖项设置</strong></p> <p></p> <section> <section> <p style="text-indent: 2em; text-align: justify;">1.优胜奖（2名）：</p> </section> </section> <p></p> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">“福建网络举报”“福建网络辟谣”2个IP形象各设优胜奖1名，每名奖金5000元+文创纪念礼品。作品将被确定为福建省网络举报辟谣官方IP形象。</p> </section> </section> </section> <section> <section> <p style="text-indent: 2em; text-align: justify;">2.优秀奖（不超过6名）：</p> </section> </section> <section> <section> <section> <p style="text-indent: 2em; text-align: justify;">“福建网络举报”“福建网络辟谣”2个IP形象各设优秀奖不超过3名，每名奖金1000元+文创纪念礼品。</p> <p style="text-indent: 2em; text-align: justify;"><strong>五、作品权益</strong></p> <p style="text-indent: 2em; text-align: justify;">1.所有投稿作品必须为原创，不存在版权侵权问题。作品中如使用他人照片、图片或音乐、视频等内容，必须注明来源，且取得权利人或作品著作权人授权许可。作品内容所涉及的肖像权、著作权（版权）许可事宜由投稿者负责，如发生任何相关的法律纠纷，由投稿者负责解决并承担一切责任。</p> <p style="text-indent: 2em; text-align: justify;">2.投稿者一经投稿，即视为主办方对投稿作品拥有永久的修改、展示、宣传、使用等权益。</p> <p style="text-indent: 2em; text-align: justify;">3.投稿作品不得侵犯第三方合法权益，不得违反法律法规政策要求。如违反，主办方有权随时撤销该作品的参评权。如因作品侵权而使主办方遭受争议或索赔的，投稿者承担由此产生的全部法律责任。</p> <p style="text-indent: 2em;
